You are right about 30 sec. Is there any other way to solve that, except take hosting with higher value?

If you're on a shared server there is no way...

I have installed Joomla locally to my pc. When try to run "refresh" get error
Fatal error: Call to undefined function curl_init() in /var/www/Joomla/administrator/components/com_securitycheckprocontrolcenter/models/managewebsites.php on line 258
Can you help me with this?

This is not an issue of SCP; just add the curl_init function to you php installation.
