I have tried a fresh htaccess file - no change. I tried the fresh htaccess AND disabling all Security Pro components (incl. plugins and modules) and it STILL blocks IPs. How is it doing that?!

Is there any caching system? A few days ago another customer had the same issue but I can't explain this without a caching system because Joomla itself manage enabled/disabled extensions.

OK, I have another more important issue I need to get sorted involving a different extension developer logging into the site. As a final resort I have uninstalled SP and the IP blocking has stopped.

The hosting company came back to me and confirmed that a security rule was being hit. They have disabled it, but asked for details of the component being impacted. Everything is working properly again now. :)

Great! I'm glad to hear everything is working fine again!

Waf settings are stored in json format into database and some mod_security rules give false positives.
